According to the CEFR, for example, learners at A2 level can understand short, simple texts containing the most common words and by the time they have reached B2 level, they can read many kinds of texts at different speeds and in different ways. CEFR C2 level is the top of the proficiency scale. Perhaps, only native speakers can use the language better than you. You don’t run into the problem of not understanding something anymore (or maybe only in the case when some technical terms are used).
